The Historical Significance
1. Delayed Freedom: Although President Lincoln issued the Emancipation Proclamation on January 1, 1863, it was unenforceable in Confederate states without Union military presence. Because Texas was geographically isolated and under heavy Confederate control, the 250,000 enslaved people there remained in bondage long after the Proclamation.
2. General Order No. 3: On June 19, 1865, Union Major General Gordon Granger arrived in Galveston, Texas, and read General Order No. 3, which stated that all enslaved people were free.
3. The Second Independence Day: Because it marks the moment the promises of the Emancipation Proclamation were actually enforced for the last major holdout in the Confederacy, Juneteenth is widely viewed as a celebration of true American independence and the resilience of Black Americans.
